Under the provisions of Public Law 95-414, the Act of Congress which provided for the incorporation of the Museum of African Art into the Smithsonian, the Museum's fifteen-member advisory Commission has a rotation system, five terms of which expire each year. This rotation provides the Regents with an opportunity to reappoint and/or change the incumbency of one-third of the Commission annually.

At this time, the Board of Regents is requested to approve the following individuals for terms expiring December 31, 1991: for reappointment, David Driskell, art historian and professor at the University of Maryland; Robert Nooter, collector, lender and donor to the Museum and consultant to the World Bank; and Frances Humphrey Howard, an official at the National Library of Medicine and one of the earliest supporters of the Museum. In addition, the Commission proposes Robin Bradley Martin, President and CEO of The Deer River Group (owners and operators of commercial radio and television stations and cable TV systems), Washington, D.C.; and Donald M. Stewart, President of the College Board and former President of Spelman College, New York City.

A list of the membership and biographical sketches on the new Commissioners follow.
