Given that we knew nothing about what would meet in Brasilia, it was astonishing that we reached the agreement. 

It permit the M.C. to make decisions on Japan, La Palmyre in France* and then ask IBDF to recall animals. [Joesio indicates that IBDF could negotiate directly for the remaining animals]
Earlier when discussing the Japanese & French animals, it was my impression that IBDF had decided that since

these institutions had agreed to abide by an international agreement, that they therefore could keep the animals. 

This, it turned out, was partly because they couldn't figure out what to do with the animals, if sent back to [[strikethrough]] Japan [[/strikethrough]] Brazil from Japan. I explained in depth to Cantarelli; the CITES rep., that setting such precedents was bad (!). 

Also even recommended that they ask Sao Paulo zoo to send some of their animals out to open up cages to receive [[strikethrough]] Brazilian [[/strikethrough]] Japanese animals. But I think that they lose total control over the animals one they deposit them with a zoo. (also all descendants belong to the holding zoo).

Also, when I first dictated the major points concerning the Int. M.C. for GHLT's [[strikethrough]] to [[/strikethrough]] relation w/ IBDF [[strikethrough]] (agree [[/strikethrough]] (the M.O.U. we finally drafted), & Joesio said O.K., I asked whether Brazilian zoos shouldn't have to meet the minimum standards & be evaluated by the M.C. as well. 
He agreed, but clearly [[underlined]] no one [[/underlined]]
