others are highly qualified. Special efforts are being made to train a Negro Post Engineer to replace the white officer stationed there.18 An amusing paradox of segregation is the fact that the majority of civilians employed on the station are white. It was assumed when the colored unit moved into Lockbourne that the white civilians employed there would prefer to transfer, thus creating openings for Negro civilians formerly employed at Tuskegee. The majority, however, did not. seriously object to working Negro command, and retained their Civil Service employment rights which make no racial distinction.
Young boys and girls (white) of Cilil Air Patrol units from the entire state held encampments on the base and worked with Negro personnel there, without friction. Pilots and other personnel from Lockbourne are seldom refused lodging and meals as was often the case during the early years of the program at Tuskegee. The advantages of a Northern location near a large community are obvious. 20
The all-Negro Air Corps unit is becoming an accepted institution.

20Tuskegee two has a higher proportion of Negro population (72.2%) than any other town in the United States. Its citizens and government. were openly hostile to all Negroes throughout the War, although the white personnel managed to maintain personally friendly relations. Contrary to popular assumption, high percentages of Negro population result in greater hostility and fear, since illegal control of the ballot and force. Recently the Macon County (Tuskegee) Board of Registrars resigned rather than risk conviction of fraud for illegal restriction of the right to vote.
