5. Wives Clubs, as nonappropriated funds, are the responsibility of the base commander. The base commander is responsible in turn to the senior commander for the management and welfare of the personnel. By tradition the base commander extends to the wife of the senior commander the courtesy of considering her judgment and taste and keeping her informed where women and children are concerned.

6. All wives should assume concern and responsibility for the happiness and welfare of the Air Force wives and children when their husbands are in a position of command or directorship that affects or influences the lives and welfare of other Air Force families. Therefore, the position of Honorary President or Vice President is not just a title, nor one that involves only the social aspects of luncheons, corsages, or being seated on the right. It is a position of obligation to serve and help to the best of her ability. There are some senior wives who cannot be present in their husband's commands, who are ill, untrained, (some second wives haven't had time for experience), too busy (with children, professional duties, travel) or just plain uninterested. (Unfortunately, these women will rarely recognize or admit this status and when interest suddenly strikes they are the ones who jump in with rank and both feet to disrupt all organized tradition and plans. This is when the elected President really gets her training and experience. When it is [[underline]] a [[/underline]] senior wife and not [[underline]] the [[/underline]] senior wife who creates a problem it is the responsibility of the Honorary President to abide by the decision of the Executive President and to smooth the situation.)

7. The phrase in most Air Force By-laws, "with her consent," is placed there very specifically to cover the situation when the senior commander's wife does not choose to serve as Honorary President. The commander, or his wife if she is present, usually names another officer's wife to act as Honorary President. This is very likely to be the wife of the vice commander.

8. On occasion the Honorary President retains the position and title as a social honor only, although this is not an Air Force custom, and another woman, by consent, becomes the active advisor for the Club and women's activities.

[[underline]] Duties [[/underline]]

1. The Honorary President should serve as advisor, guide and supervisor for the Club activities and work closely with the elected President. Because of her background of experience she should be
