Bowling Green in the City of New York. This facility shall be designated "The George Gustav Heye Center of the National Museum of the American Indian".

(4)  A facility for the conservation and storage of the collections of the Museum shall be established at the Museum Support Center of the Institution.

(5) The Board of Regents of the Institution shall be duly authorized to prepare architectural and engineering designs, plans, and specifications and to construct or otherwise acquire the Museum facilities described in subparagraphs (2), (3) and (4) hereof together aggregating not less than 400,000 square feet.

(6)  The faith of the United States is pledged that the United States shall provide such funds as may be necessary for the design, construction, administration, maintenance, operation, and preservation of the Museum facilities described in subparagraphs (2), (3) and (4) hereof and for the exhibition and preservation of the Museum collections.

(7)  There shall be established within the Institution a board of trustees to be known as the Board of Trustees of the National Museum of the American Indian (hereinafter referred to as the "Board of Trustees") which shall recommend annual operating budgets and provide advice and assistance to the Board of Regents of the Institution on
