the increased administrative workload of a new bureau. The largest one-time transition expense will be the move and restoration of MAI collections, which is estimated at an "order of magnitude" of $30 million over ten years or more. Table 2 shows one-tenth of this amount as an immediate annual requirement. The other items in Table 2 are self-explanatory.

These estimates rely upon assumptions provided to us by the individuals copied at the end of this memorandum. We must emphasize that these estimates are subject to much refinement based on the future work of a full-time project planning/coordination team. OPB stands ready to help with further definition of requirements as assumptions change or new information becomes available.
