expiration of the term of Judge Higginbotham, was introduced by Senator Moynihan for himself and Senator Garn on May 17. Following approval on June 27 by the Senate Committee on Rules and Administration, the resolution was passed by the Senate on July 10. A companion measure, H.J.Res.589, was introduced by the House Regents on June seventh and is pending before the Committee on House Administration.

[[underlined]] East Court of the National Museum of Natural History [[/underlined]] - The Senate Committee on Rules and Administration on June 27 approved S.2540 to authorize the Smithsonian to plan, design, construct, and equip 80,000 square feet of space in the East Court of the Natural History Building and appropriations of $30 million for the project. On July 10 the bill was passed by the Senate. A companion House measure, H.R.4463, was approved by the House Committee on Public Works and Transportation on June 28. Both measures are now before the Committee on House Administration.

[[underlined]] National Air and Space Museum Expansion [[/underlined]] - S.2636, introduced May 16 by Senator Garn for himself and Senators Moynihan, Warner and Robb, authorizes the Smithsonian to plan and design an extension of the Air and Space Museum at Washington Dulles International Airport and, effective October 1, 1991, authorizes the appropriation of $9 million for those purposes. The Senate Committee on Rules and Administration approved the bill on June 27; on August third, it was passed by the Senate. A companion bill, H.R.5046, was introduced on June 14 by Mr. Conte for himself, Mr. Mineta, and Mr. Whitten and referred to the Committee on House Administration.

[[underlined]] Smithsonian Senior Service [[/underlined]] - On June 27 the Senate Committee on Rules and Administration approved S.2539, to provide for the establishment of the Smithsonian Institution Senior Service, with amendments to establish senior services within the National Gallery of Art and the Woodrow Wilson International Center for Scholars. Following passage by the Senate on July 10, the measure was referred to the Committee on House Administration, before which H.R.3661, a companion bill, is pending.

[[underlined]] America in Space National Historical Park [[/underlined]] - No action.

[[underlined]] Bird Conservation Research Act [[/underlined]] - Mr. Buechner (R-MO) introduced H.R.5328 on July 20 to authorize the Smithsonian, in conjunction with the Environmental Protection Agency, the National Science Foundation, and the Fish and Wildlife Service, to develop and implement a comprehensive plan for monitoring and conservation-related research on migratory nongame birds of the Western Hemisphere. The measure was referred to the Committee on Merchant Marine and Fisheries.

[[underlined]] Excellence in Mathematics, Science, and Engineering Education Act [[/underlined]] - On August first the Senate Committee on Labor and Human Resources approved an amendment in the nature of a substitute to S.2114.
