There appear below proposals for the Regents' appointment or reappointment of Board members for four Smithsonian museums, the National Museum of Natural History, the National Museum of African Art, the National Museum of American Art, and the National Museum of the American Indian. In each case, the proposal is accompanied by a list of the membership as proposed. Brief biographical information is presented for each new appointee.

[[underlined]] The National Council of the National Museum of Natural History [[/underlined]]

The National Council, established in the fall of 1989, has identified three additional people to add to its roster. These individuals, in addition to the 15 charter members approved by the Board of Regents in September 1990, will bring the total membership to eighteen. As provided in the Bylaws of the National Council, these members will serve terms of varying length (2-4 years), to be determined by lot at the spring meeting of the National Council.

The following motion is suggested:

VOTED that the Board of Regents appoints Xuan-Chi Diep, John S. Hendricks, and Donald M. Simmons to the National Council of the National Museum of Natural History for initial terms to be determined by lot in accordance with the Council's Bylaws.

Brief biographical data on the proposed new members follows, as does a full list of the membership as proposed.

Xuan-Chi Diep, President of C. Diep & Company, LTD., in Charleston, South Carolina, is an investment banker with business interests in the Pacific rim, Europe, and Asia. He was born in Vietnam, was raised in France, and has settled in the United States. As a philanthropist he has been very concerned with children and the homeless. He is also a teacher of French literature.

John S. Hendricks, Chairman and Chief Executive Officer of the Discovery Channel in Landover, Maryland, founded the first cable television network designed to provide documentary programming in the areas of nature, science and technology, history, human adventure, and world exploration. He is an amateur astronomer and experienced fund raiser.

Donald M. Simmons, President of Simmons Royalty Company in Muskogee, Oklahoma, owns a family business active in international and domestic petroleum production and is a member of the National Petroleum Council, which advises the Secretary of Energy on hydrocarbons. He is a member of the Creek Indian Tribe and a member of the Board of Trustees of the American Red Cross. His family is the subject of "Staking a Claim -- The Making of an Afro-American Dynasty."
