- vii - PLANNED REVIEW OF SMITHSONIAN EMPLOYEE BENEFITS One of the Institution's greatest unrestricted trust fund cost containment challenges relates to health insurance coverage for staff. In an effort to identify a strategy to assure that the Institution's program offers high value to staff yet satisfies the test of cost efficiency, the staff is planning a comprehensive baseline review of the Institution's policy and objectives for employee benefits in relation to its overall benefits package. APPOINTMENS TO THE COOPER-HEWITT BOARD OF TRUSTEES VOTED that the Board of Regents appoint Betty Evans, Richard Hayden, and Sue Jane Smock to the Board of Trustees of Cooper-Hewitt, National Museum of Design for a three-year tearm each, effective May 1992 through May 1995. ANNUAL REPORT FOR FISCAL YEAR 1991 VOTED that the Board of Regents accepts Smithsonian Year 1991, the annual report of the Secretary for fiscal year 1991. LEGISLATIVE ACTIONS AND ISSUES Reports were given on the following legislative initiatives sponsored by the Smithsonian: the appointment of Hanna Holborn Gray, Wesley A. Williams, Jr., and Barber B. Conable as Regents; the Administrative Service Center; Land Acquisition at SERC and East Court Construction; the National African American Museum Act; the National Air and Space Museum Extension; and National Zoological Park Police Pay Rates. Reports were also given on nine legislative measures related to the Smithsonian but not sponsored by it.
