baseline review of the Institution's policy and objectives for employee benefits in relation to its overall benefits package.

A small working group will review and assess the Institution's overall benefits program. The review will begin with the development of a clear statement of the Institution's policy, guiding principles, and objectives for its overall benefits program. From that foundation, the group will then analyze relevant issues, develop specific program alternatives, and formulate recommendations for senior management to act upon. Examples of some issues the working group will review include: the relationship between federal and trust benefit programs, the Smithsonian trust benefits package, self-insurance, the Institution's wellness program, and the appropriate balance between employee and employer share of benefit costs. There is an extensive list of other, more specific benefit issues that will also need to be examined. The review group will be completing issue papers calling for a variety of management decisions over the next twelve months. 

APPOINTMENTS TO THE COOPER-HEWITT BOARD OF TRUSTEES 

VOTED that the Board of Regents appoint Betty Evans, Richard Hayden, and Sue Jane Smock to the Board of Trustees of Cooper-Hewitt, National Museum of Design for a three-year term each, effective May 1992 through May 1995.

Under the provisions of the Bylaws of the Board of Trustees of Cooper-Hewitt, National Museum of Design, as approved by the Board of Regents, the Board can have 25 members. Currently there are nine members. The Board unanimously recommends the approval of the appointment of three new members, Betty Evans (Mrs. Thomas Mellon Evans), Richard Hayden and Sue Jane Smock. Information on these nominees follows below. Accordingly, the following motion is suggested:

VOTED that the Board of Regents appoint Betty Evans, Richard Hayden, and Sue Jane Smock to the Board of Trustees of Cooper-Hewitt, National Museum of Design for a three-year term each, effective May 1992 through May 1995.

Betty Evans is Chairman of the Board of the Foundation of the Isabel O'Neil School (design, arts, etc.), and is also on the Board of Fountain House, a mental health facility). She serves on the Women's Committee of Kips Bay Boys and Girls Club, and on the Acquisition Committee of the National Gallery of Art. Mrs. Evans is an Honorary Board Member of the New York Botanical Garden.

Richard M. Hayden is a partner at Goldman, Sachs & Co., where he is Chairman of the Art, Credit, Investment Banking Management Development & Training Committees; he is a member of the Commitments Committee and the Investment Banking Policy Committee. He holds directorships in The Robert Mondavi
