Respectfully forwarded to Head Quarters Assistant Commissioner for instructions. The law authorizing the admission of Insane persons to the State Asylum requires that the person shall have gained a "settlement" by one years residence in the County from which he or she may be sent. The Justices of the Peace here decline to act in these cases, on the ground that they have no settlement in this County, and it cannot be ascertained from whence they came to the Camp at this place. States that he has been informed that Bvt. Col. J.R. Edie 8th U.S. Infantry and Supt. Bu. of R.F. and A.L. has made application to Genl. Sickles for the Hospital, to be used as Winter Quarters for a Company of Soldiers.
Endorsement of Bvt. Lt. Col. M.K. Hogan. Surg. in Chief: Respectfully referred to Capt. Jacob F. Chur, A.A.A Genl. The buildings mentioned within have been used as a Hospital for Sick and Wounded Freedmen for several months. There are no other buildings at Salisbury N.C. which can be used for that purpose and it will lead to the most serious inconvenience if the change said to be contemplated by Col. Edie be carried out.
