Sir:

You are hereby informed that the President of the United States has appointed you, temporarily, ^[[LIEUTENANT COLONEL, IN THE SIGNAL CORPS]]

IN THE REGULAR ARMY OF THE UNITED STATES,

to rank as such from the ^[[fifth]] day of ^[[August]] one thousand nine hundred and seventeen.

Immediately on receipt hereof, return the oath herewith inclosed, properly filled in, subscribed and attested. This notice of appointment will be regarded as a commission for all purposes until a commission can be issued in due form.
