To all present and to come, GREETINGS:

  Wishing to give evidence of our high favor to Colonel THOMAS MILLING, de W., Air Service, United States Army;
  - On the proposition of our Minister of War,

  WE HAVE DECREED AND DO DECREE:

  ARTICLE 1 - Colonel THOMAS MILLING is appointed OFFICER OF THE ORDER OF LEOPOLD.

  He will wear the military decoration.

  ARTICLE 2 - He will take rank in the order in this grade to date from today.

  ARTICLE 3 - Our Minister of Foreign Affairs, administrator of the Order, is charged with the execution of this decree.
