CITATION FOR THE LEGION OF MERIT

Colonel  T. DeWitt Milling serving as a member of the War Department Decorations Board from March to December 1942 and from February 1944 to March 1946 applied a keen intellect and an analytical mind to building up and to maintaining a high standard for the award of Army decorations. He aided in the development of procedures, in improving citations, and in educating new members during a critical period. At times he acted as President of the Board, supervised a panel and was ever available with wise counsel. His fearless impartiality, his thorough research and his logical reasoning established a model for others. Selflessly he devoted his utmost efforts towards obtaining recognition for those who merited it.
