My dear Sir:-

I have the honor to acknowledge the receipt of your letter of the 10th instant addressed to the Assistant Adjutant General, Washington, D. C. referring to your appointment of Thomas De Witt Milling as a cadet at the Academy. I have had sent to Mr. Milling a blank form of high school certificate which he should have filled out in accordance with notes thereon and accompanying instructions. Upon the return of this certificate properly filled out it will be considered by the Academic Board and Mr. Milling will be notified as to whether or not it will be accepted as satisfactory in case he is successful in graduating next May from the High School at Franklin.
