MEMORANDUM FOR: Major Armedgaud, Chief of the Aeronautical Section of the French Mission.
SUBJECT: Organization of Lafayette Squadron.

1. It is the intention of the American Air Service to form from the flying personnel belonging to the old Lafayette Squadron the base for an American Squadron. The enlisted personnel and non-flying officers for this squadron will be chosen from one of the squadrons now at Issoudun, and sent on February 15th to Villeneuve. There it will receive from the French its flying equipment for further training as a squadron. It will operate with the Monard Pursuit Group under the tactical order of the Group Commander, at whatever place that group may be operating, until its services are necessary with American units.

2. The administration of this squadron will be in the hands of the Squadron Commander, who will comply with all the requirements regarding the necessary reports and returns, etc., required of other squadrons in the American service. Payment for flying and all other equipment furnished by the French Government, including spare parts, gasoline, oil, and the general up-keep of the squadron will be made by the American Government according to a contract between the Supply Department of the American Air Service, and the proper representative of the French Government. A full and complete account of all materials, equipment, and supplies received by the squadron from the French Government will be kept by the Squadron Commander, who will certify on proper voucher as to its correctness.
