War Department, A.G.O., April 24, 1928. To - Chief of the Air Corps.

1. The principles set forth in paragraph 2 basic communication are approved as follows:

a. All tables to be based primarily on the operation of units in the field.
b. No fundamental difference to be considered between war and peace operations of Air Corp units, thus indicating but one set of tables for both purposes. Tables of organization should be primarily be based on tactical considerations and if necessary to operate at reduced strength it should be by a reduction in the number of units rather than a reduction in the size of the units themselves.
c. Tactical units should be relived in so far as practicable from miscellaneous post duties, thus allowing them freedom to take the field at all times. This means the organization at each Air Corp station of a station complement with personnel necessary for all purely post activities. This complement will be necessary vary for each station of the Air Corps and should
