j. The next higher unit above the wing to be the air division which is the largest Air Corps organization of fixed composition. It will consist of two or more wings with a headquarters and such special Air Corps units as may be required.

k. It is propoed [[proposed]] to retain the school group as the basic training unit in the organization of flying schools but to revise the tables of organization of the component units of the group so as to make this training unit self-contained and designed to handle a definite number of students. Schools other than flying will have special tables of organization.

l. Transport squadrons to be organized for the purpose of transporting personnel and supplies forward and evacuating personnel and salvage to the rear.

2. It is desired that a study be submitted giving in detail reasons for the recommendations made in paragraph 3, basic communication.
