40. Q. Is the country, under the present divided control, adequately defended against an air attack from an enemy country?

A. No.

41. Q. If all of the Government aeronautical personnel and material, at present on hand, were combined and controlled under one head, do you believe that this combination and united control would give us more efficient air protection?

A. Yes.

42. Q. What is the present situation with regards personnel in the Army Air Service?

A. The Air Service is 289 officers below the strength authorized by Congress.

43. Q. What is the reason for this shortage below the authorized strength?

A. Due to the fact that Congress has set a definite limit on the total number of officers for the Army and the fact that the older branches are over their authorized strength, the Air Service strength has to be cut. No relief within a measurable time can be foreseen under present regulations laid down by the General Staff of the Army.

In Addition to the fact that regulations will not permit of the bringing of the Air Service up to its authorized strength, there is considerable doubt as to the ability of the Air Service to attract very large numbers of desirable candidates for the commissions as long as the Air Service is under the control of the Army.

Within the Service there is considerable discontent owing to the unfairness of the single list as it affects the Air Service. This has led to the receipt of numerous resignations from excellent officers.
