ish political organization. This system was picked up and carried on by the United States and we have continued by requiring compulsory education, compulsory governmental organization, and compulsory franchise on the part of the people.
6. Of the three different systems, each has advantages and disadvantages. From an altruistic standpoint, our attempt to handle a subject people as we have done and our administration in the Philippines, are unique. I believe that today, the means of maintaining life more nearly meet the conditions of the people in the Philippines than in any other place. They have plenty of food, they have protection for their lives and property, and their taxes are extremely low, lower, in fact, than in any country in the East.

V. INFLUENCE OF THE AMERICAN POLICY IN THE FAR EAST
1. The other colonial powers in the Far East look with great interest and apprehension upon what the United States does with the Philippines. If independence is accorded to the Philippines, it will so encourage the people of India and particularly the people of the Dutch possessions, that serious results are expected, because, with such an example before them, their people will never stop agitating.
