attack of Japanese air power, the United States would have to maintain air forces at least three quarters of the strength of the Japanese air forces to defend the islands.

d. THE DUTCH EAST INDIES
    1. The center of Dutch activities is in the island of Java. The military forces are organized to control the native populations and to offer resistance to an external attack. Their troops consist of two divisions with a total of about twenty thousand men. Their Artillery consists of three-inch rifles and six-inch howitzers, Krupp type rapid-fire artillery. They have sufficient small arms to equip about fifty thousand men and have enough ammunition to last about six months. Their troops are all officered by whites and the ranking non-commissioned officers are white men. The ranks are recruited from the fighting tribes, for the most part from the Celebes. These men are very much like our own Moros in the Philippines. About ten thousand white men could be turned out in case of war. These troops are of mediocre quality.
    2. The air forces consist of two general service squadrons (trained in bombardment, attack, and observation), three seaplanes, a pilots' school, a Bombardment school, and an Observation
