complete the improvements of the rotating glass disc type of ground speed and drift meter and that a model suitable for a Martin or DH-4 be furnished this field for service test. There are several geoscopes, an optical type G.S. & D. meter available at McCook Field, one of which should be secured for service test. The Pioneer Instrument Company will soon deliver an optical G. S. & D. meter of the instrument board type, modified from geoscope. One of these should also be secured for service test. The problem of measuring ground speed and drift over water requires some experimental work. While at the Pensacola Naval Air Station in 1920, the writer discussed this problem with a large number of naval pilots who had experience in over-water flying. A few stated that they were able to measure drift by sighting on the waves with a bearing plate, but the majority appeared unable to do this. It is possible that the latter lacked sufficient experience. It is recommended that tests be made along these lines and also with the use of floating smoke bombs in the daytime and luminous bombs at nighttime.
