Further tests are now underway. There are two hundred bank and turn indicators in use in the United States. The air-speed meter must be used in connection with these for maintaining fore-and-aft level. The air-speed meter is, of course, somewhat unsatisfactory for this purpose because of its lag and the liability of moisture condensing in the head and rendering it useless. A small quantity of improved flight indicators for Airways purposes have been on order nearly a year and should be delivered by this time. They are incorporated in the compact instrument boards, it may be possible to obtain one or two of these new boards from the Airways.

III. Training.

1. Preliminary to making actual navigation flights the pilots and a small number of mechanics and observers should be trained in the theory of navigation and the principle, operation, and maintenance of navigation instruments. Probably the quickest way to establish a navigation school here would be to have an experienced navigation teacher, such as Mr. Bradley Jones or Mr. Victor Showalter of McCook Field, collect the necessary
