I have the honor to submit the following report of observations made by me in France, Italy, Germany, Holland, and England between December 19, 1921, — the date of our landing in France — and March 11, 1922, — the date of my departure from England.

I was accompanied throughout the whole trip by Lieutenant Clayton Bissell acting as aide-de-camp and assistant, and Civilian Engineer Alfred Verville acting as technical advisor. The report of Engineer Verville, photographs, and organization charts are appended hereto. In addition to the officers on my personal staff, the military and aeronautical attaches in each of the countries accompanied me on practically all my inspections.

The investigations made in each country took into consideration, primarily, the national policy of the country and the way in which it was applied from an aeronautical standpoint, how the aeronautical activities were related to the military and naval activities, and the manner in which these problems were solved. Next, the administrative organization of their air forces and air services, their tactical organization, the technical organization, supply, and the obtaining and training of personnel were considered.
