In each country visited great care was taken to visit all officers and officials, and to deal with them with the utmost frankness. Fortunately, in every country, the officers in charge of aviation were either old friends of mine with whom I had served during the War, or whom I know of and who know me. The result was a very close personal touch which would have been impossible under other conditions.
