8. In addition to the commissioned personnel, permanently or temporarily commissioned in aeronautics, provision to be made for the temporary detail of officers of the army, navy, and marine corps and the numbers of other civil departments of the government into the Department of Aeronautics, for training, education, and co-ordination of the functions of the departments concerned. The personnel so detailed to have, while acting in and using aeronautics, an equivalent relative rank as that held in the army, navy or marine corps, and if from another civil department of the government, to hold a staff commission in the rank to be agreed upon by the Secretary of Aeronautics, and the head of the other civil department concerned.

9. In the case of commissioned personnel detailed from the army, navy, marine corps, with Aeronautics, for a period of one year or more, such detail to cause a vacancy in their own service to be filled by original appointment.

10. In addition to the commissioned, enlisted, and civilian personnel of the regular, permanent establishment of Aeronautics, provision to be made for a reserve force consisting of commissioned, enlisted, and civilian personnel who shall be commissioned, enlisted, or appointed for a period of three years in the Reserve, and while members of the Reserve, shall be subject for active
