also with commercial activities. It will be notices that a line of command has been drawn from square labeled "Civil (governmental)" to the square labeled "commercial." This line is marked showing its functions. Beyond the main squares showing the army, navy, civil (governmental) and commercial, there have been shown several squares with their lines of control and command indicating some of the functional organizations and divisions into which the aeronautic activities of the army, navy, civil (governmental) and commercial groups logically divide themselves.

It is unnecessary to discuss these at the present time, and they have been interested simply as an indication of functional divisions of work and duty.

2. On Plate II, representing a war status, the line of command to the war, navy, Aero department, and various civil departments of the government as well as the subordinate command lines, remain the same as in Plate I, with the following exceptions and modifications:
