It is believed that such experience will indicate the solution to make the Harbor Defenses the "fortified areas" of "Frontier Commands", with the fixed defenses the sector or subsector "strong points". The commanders of Harbor Defenses and the experienced forces under their control will thus be charged with holding the rallying point around which the other team members will operate in an effective defense of our vital and important coastal cities and harbors in a major war in which the United States is on the strategic defensive.
