Judge Constance Baker Motley, a distinguished lawyer with numerous citations for memorable decisions won in the field of human and civil rights and education; Constance Baker Motley, after serving in the New York State Senate was called to serve as Borough President of Manhattan.

The first of her sex to so hold this office, Borough President Motley is credited with providing the first working model of a Model Cities Program when she designed and projected a Seven Point Plan for the rehabilitation of the Harlem Community.

President Motley was later acclaimed for her accomplishment when she was appointed a Federal Judge by President Lyndon Johnson, the first of her sex of her race to be so honored.
