improvement in her so-called Harlem Master Plan.  The fourth Borough President to see the fruition of their fight was Percy E. Sutton. Mr. Sutton witnessed the fulfillment of their dreams started after Mrs. Stokely and her band of supporters had gotten a gift from Richard Rodgers, the renowned impresario, to build a bandstand and a Richard Rodgers Memorial in Mount Morris Park; had gotten a commitment from the City to employ the firm of Ifill & Johnson, Black Architects, to design a swimming pool and a field house; and had gotten former Park Commissioner Thomas Hoving to pick up the cudgels left behind by former Park Commissioner Moses and move the plans for the rehabilitation of the park to the construction stage.

Commissioner of Parks Hecksher, Mayor Lindsay, and the Manhattan Borough President were present this fall to dedicate the completion of the fight.

Yes, you can beat City Hall, but it will take 26 years of persistence and determination and the will of a Hilda Stokely to do it.
