  On Saturday, February 22, 1975, at Twelve O>M> (NOON),
Manhattan Borough President Percy E. Sutton joined by Prop-
erty Owners, Tenants, Residents, Merchants, Elected Officials,
and Community Leaders, to witness the signing of the first
Maintenance/Management Agreements between the Manhattan
Community Stabilization Maintenance and Management Corp.,
and owners of properties located within the Hamilton Heights
Community in the Borough of Manhattan.
  The Manhattan Community Stabilization Maintenance And
Management Corp. Inc., is a not for profit corporation. This
corporation is part of the Hamilton Heights "Community Main-
tenance and Management for Neighborhood Stablization" dem-
onstration project. This project is the result of Borough Presi-
dent Sutton's efforts to stop any further loss of dwelling units
and to stabilize Manhattan's communities. Borough President
Sutton submitted his idea in the form of a proposal to the
U.S. Department of Housing and Urban Development/Office
of Equal Opportunity in March 1974 and a contract was secured
to proceed with his project in July 1974.
  The properties involved lie within an initial demonstration
area bounded by 150th to 153rd Street between Riverside
Drive and Broadway; it is a part of a larger target area bounda-
ries of which are 136th Street on the south, 155th St. to the
north, Riverside Drive to the west and west of St. Nicholas
and Colonial Parks to the East, and which is known as the
Hamilton Heights Community.
  This experimental effort intends to halt the further deteriora-
tion of this transitional neighborhood in the Borough of Man-
hattan and is to contribute to improving the quality of life.

MAINTENANCE/MANAGEMENT AGREEMENT AS "PHASE II" OF
HIS COMMUNITY STABILIZATION EXPERIMENT BEGINS
