5. The Holt Amendment - Another Republican substitute to the Budget Resolution against raising defense spending to $138.1 billion and cutting $9.3 billion from total spending. Rejected 198218, May 9, 1979. CBC AGAINST.

6. The Mitchell "Human Needs Amendment" to the Budget Resolution closing $4 billion in tax loopholes in 1980 and using half of the money saved to increase spending for domestic social programs and the other half to reduce the deficit. Rejected 130-277, May 10, 1979. CBC FOR.

7. The Fisher Amendment to the Budget Resolution - cut an additional $2.5 billion across-the-board from the budget presented by the Budget Committee. Passes 255-144, May 14, 1979.

The Ashbrook Amendment to the separate department of education bill, stating that no provision of law would authorize the proposed department to require a school district to undertake busing to achieve racial balance as a condition for receiving federal assistance. Adopted 227-135, June 11, 1979. CBC AGAINST.

9. The Walker Amendment to the separate department of education bill stated that no one may be denied access to education opportunities because of racial or sexual rations or quotas. This is a proposal designed to limit affirmative action, here with respect to education. Adopted 277-126, June 12, 1979. CBC AGAINST.

10. The Obey compromise amendment on the abortion issue. For the past several years, the labor-HEW Appropriations bill has contained an amendment which prohibits the use of Federal funds for abortions. but contains a limited number of exceptions to this prohibition. Abortion opponents have continued to remove all exceptions, and while the Caucus opposes any discrimination against poorer women in their right to have abortions, Caucus members supported the Obey Amendment, which would reinstate the compromise language in last year's bill. 11. The Michel Amendment to the Labor-HEW Appropriations bill to reduce appropriations by $500 million. The amendment stated that reductions are to be made from programs identified as containing waste, fraud and abuse even though this method simply reduces program funds rather than attacking waste, fraud and abuse. Adopted 263-152, June 27, 1979. CBC AGAINST.
