William H. Toles Joins Westchester Coalition

William H. Toles, Vice President of Urban Affairs with ITT Continental Baking Company has joined the Westchester Coalition as a "loaned executive." Toles will be Director of Minority Economic Development Enterprises, and his primary function will be to implement a new Coalition program to provide minority citizens greater opportunities and technical assistance in establishing their own businesses.
   
Dr. Harry Arader, Chairman of the Board of the Coalition on "loan" from IBM Corporation, said: "The Westchester Coalition is most grateful to ITT Continental Baking Company for enabling us to expand our executive loan program. An officer and individual with the expertise of Bill Toles is essential to our business-oriented approach to social reform. The business experience and expertise that he brings to the Coalition will make it possible for us to extend competent and professional technical assistance to a number of present and planned minority business establishments in the County."
   
"This is a 'first' for Continental Baking," said G. Michael Hostage, President of the ITT subsidiary. "We have never before released one of our executives from corporate duties and made his services available, full time, to a community organization. For Bill Toles," he continued, "it could be the most meaningful assignment in a community-service and business career that has been studded with achievements. Building on his experience as a social worker, as a leader in Urban League activities, and as one who gave substance to urban affairs and equal opportunity programs in business, he could make Westchester the standard for minority enterprise development in the country."
   
Hostage stated that "as a company based in Westchester, we have a special responsibility to the County, and we are delighted that we could work out our first "loaned executive" effort with the Westchester Coalition. Its track record, its credibility and its leadership make it an ideal organization to work with."
   
Under the arrangement, Mr. Toles will continue as a Continental Baking Company officer with all salary and benefits paid by the Company. He will, during the "loan" period, provide counsel to the company on minority affairs and other matters while remaining as the company's primary representative in a number of ongoing projects involving the National Urban League, National Newspaper Publishers Assn., NAACP, the National Medical Association, the Congressional Black Caucus and the National Association of Market Developers, of which he is Regional President.
   
Joseph H. Wyke, Executive Director of the Westchester Coalition outlined the key role Toles will have. "He will assess the needs of the small minority business person in terms of technical assistance, loan applications, market studies and financing. In the past, piece-meal efforts have been made, but it is envisioned that under Bill's leadership a large scale program will be developed to create areas of economic growth, not only in the minority communities of Westchester, but in the County as a whole."

The occasion was the announcement by both parties of Toles' new role as the ITT affiliate's first corporate officer on loan to the Coalition. He will become Director of Minority Economic Development Enterprise with his main focus being the providing to minority citizens greater opportunities and technical assistance in establishing their own businesses.
