To get at the fundamental, underlying causes of America's social crisis, the Republicans and Democrats will have to do some new thinking and fresh learning. They will not solve the problem of crime with the death penalty. They will not stop urban riots with "shoot to kill" orders. They will not ameliorate the tensions between the police and the black community with a build-up of armaments or with the construction of more prisons. They will not deter blacks from protesting segregation with attempts at curtailing busing orders. They will not correct the injustices of America's past by sanitizing history textbooks of references to the civil rights revolution. They will not unite Americans across racial lines by pandering to the passions, prejudices and ignorance of only the white electorate. They will not rebuild cities with the development of "enterprise zones" in a few low-income areas--done in a vacuum. While this may be a start, much more must be done. They will not help the thousands of black teenagers who need incomes to continue their schooling, and jobs to support themselves and their families, with jobs that pay wages below the Federal minimum wage. They will not be responsive to equal justice with public words of approval repealed later by callous, backroom decisions triggering actions detrimental to the interests of the poor and black people in this country. If we in the NAACP have no other power, we have the power to expose the hypocrisy and the abuse of power. We of the NAACP have concluded sometime ago that as long as there are areas in our country to which the black and poor are consigned, segregated and contained, explosions are likely to occur. We reiterated this conclusion at our Urban Crisis and Civil Disorders Conference in Atlanta last August. That conference laid the groundwork for the NAACP's programmatic and political efforts in the 1980's. We are resolved that, just as we declared war on the dual system of public schools, we must now accelerate the process of bringing to an end the dual economy, the dual system of law enforcement and administration of justice.
