Richard Lawrence Taylor was born in Philadelphia on December 13, 1943 to Cleo and Willie Taylor. He was educated in the Catholic schools of New York City. He received his B.A. and Masters Degree from Fordham University.

He served his country as a 2nd Lieutenant in the United States Air Force. His professional career was devoted to Human Services. He was employed with the New York City Department of Social Services and he joined the ranks of the Urban League movement in both a local and national level serving as Project Director at the National Headquarters and as Deputy Director for the Detroit Urban League and the Westchester Urban League, and at the time of his death he served as Executive Director of the Harlem Branch Y.M.C.A. of Greater New York.

He was a guiding force moving the Harlem Y.M.C.A. toward becoming a significant force in the Second Rennaissance. During his stewardship at Harlem Y.M.C.A., he was instrumental in expanding its Youth Department and upgrading its Men's and Women's Health Fitness Centers and Main Residency.

Richard was a person of keen civic purpose and devoted much time and energy to causes aimed at improving the quality of life for Black people.
