Oxford Miss. Aug 22nd, 1865 Col. R. S. Donelson Dear Sir I did not arrive at this place until the 18th inst having been detained at Grenada two days in consequence of not getting transportation in time to take the up train I did not find Lieut Rush [[?]] here and after repeated inquiries ascertained he had not been here I telegraphed the fact immediately to you but as yet have recd no word from you Yesterday I telegraphed for an answer thinking that perhaps you thought an answer not necessary I have decided today to assume the duties of this office Capt. Gellhousen of the 58th Ohio [[V.V.?]] and Provost Marshal of this town has had charge of the Freedmens Department at this place As yet [[strikethrough]] little [[/strikethrough]] little has been done here no contracts has been approved although there has been qute a number of applicants since I came here in fact there has been no books or instructions sent here in consequence Capt Gellhousen has been at a loss how to proceed Will you please send me all necessary books and instructions stationary blank contracts blank reports orders &.c. &.c. Yesterday I received a package from you containing Marriage Certificates &.c. Will I be permitted to unite in marriage colored people here who wish
