Lieutenant,
I have the honor to state that the Civil Authorities are seizing all arms in the hands of Freedmen under Act of Legislature of State of Miss. Let no one pretend that there is danger of an insurrection at this place. The Freedmen appeal to me for protection, but I do not like to interfere without further instruction

Freedman have been robbed of their money by the agents in search of arms. Mules and horses have been seized and taken away from them by day in many cases where they could have defended themselves if they were allowed to do so. But the Military or civil Power is not able to to protect them at present from thieves, neither are they permitted to protect themselves. Please inform me if ^[[insertion]] I [[/insertion]] can do any thing in this case
