Barnes Lt. S.D. Sub. Comr.

States that the 26th Ind. V. Infty. has been relieved by 108th U.S.C.I. 
Says troops will occupy all Government buildings and that teachers must find their own quarters.

Says Q. M. McFadden has orders to take up, on his papers, all Gov. Property at Columbus. 
- Will not take charge of buildings lately burned without further orders: could sell the brick 
- Civil authorities are disarming freedmen; thinks their action unjust.
- Inquires if Act Legislature in reference to Freedmen's finding homes against the 2nd Monday Jan. 1866, can be allowed; and whether or not apprentices can be bound under any acts of Legislature.

Asks permission to hire a citizen clerk for his office
