Sir I have the honor to submit the following remarks concerning the Bureau of this Sub District, and forward with my monthly Returns - which show the number of Indentures, Contracts Approved and Recorded, Number of Teachers, pupils, and schools. Also the number of Rations issued to Refugees and Freedmen in this Sub Dist. The monthly Returns show an increase of rations issued to destitute Whites and Blacks. Cold weather, sickness, and scarcity of vegetables are the principle causes. 

The cases of Small pox are on the increase. The Freedmen do not exhibit sufficient caution in keeping away from persons afflicted with said desease - hence it seems almost impossible to Stop its Spreading -
