Can I compell the attendance of Witnesses and make the guilty party pay the cost, for it is much trouble for some Witnesses to attend. I dare not say to these ignorant creatures "defend yourselves" for they in their 
ignorance would commit unwarrented attrocities, and come to me for protection, so I counsel submission and protection. This section is a very easy one to manage

I am most fully satisfied in my own mind, that our protection should extend to these people as [[underlined]] Wards [[/underlined]], they are not
competent to act for themselves in the majority of cases, and if we do not treat them thus, they will be unjustly treated often.
