I objected but rather than to lose him I would make him Rental Clerk in the which instance I thought no one could object. Sub Commissioner that is, I am, ordered to send all money received during the month to S. D. Barnes Rec & Disb officer. Jackson Miss. And if I wish to purchase Medicine, pay my Clerk or printing bill, The bill has first got to go to Jackson and if approved then the man has got to go to Lieut Barnes Office to get the bill cashed. The inevitable consequence of which is Sub Commissioners will not account for all monies received but will pay incidental Office expenditures & say nothing about it. I know how to collect money enough to pay expences of my Office but I don't know how my clerk is to get his pay unless, I express the money Jackson & then he spend twenty dollars & go & get it. Pardon this long letter, for I am up a stump & believe me
