Sir-: I have the honor to make the following report for the week ending to day  Over one half of my time has been occupied in hearing and harmonizing complaints made by both Employers and Employees, the principle complaints made by Employers are that the hands employed will not work and are independant, impotent and unruly, in such cases as this I usualy find out whether there is a cause for complaint or not, and send for several of the leading hands to report to me  I lecture them upon their duty (according to instructions contained in the several Circulars belonging to the Freed Dept.) and endeavior to impress upon them the importance of being industrious and building up for themselves a good name  I also
