Enclosed find " [[underlined]] The American Citizen [[/underlined]] " a paper published in this City  Pardon me for calling your attention to an article in the Editorial Column in relation to the Organizeation of a company of Malitia  The impression among the most of the people appear to be that Sharkeys Malitia is to watch the Freedmen and for that purpos it is organized  Gov S. in his Order does not say that is the object but the People seem to think it is
