absence of these officers, the members present may elect a presiding officer. In the absence of the Secretary, the presiding officer nay appoint a Secretary for the meeting. Section 7. At any meeting of the Club when vote by proxy is involved, the presiding officer shall appoint three (3) or more members present to act as a Proxy Committee and as inspectors and tellers for the meeting, whose duty it shall be to pass upon all proxies to be voted at the meeting and to receive, inspect and canvass all votes taken or cast at such meeting. Section 8. At all Annual Reunions of the Club the order of business, except when otherwise determined by a majority vote of those present, in person or by proxy, shall be: 1. Reading and correction of minutes 2. Report of officers. 3. Report of committees. 4. Unfinished business. 5. Elections. 6. General business. 7. Adjournment. Section 9. Parliamentary procedure at all meeting shall be in accordance with Roberts Rules of Order. CHAPTER II ELECTIONS Section 1. Nominations for Board of Governors shall be made by a nominating committee of three (3) members, appointed by the President immediately upon taking office. Members shall be notified of the appointment of said nominating committee by insertion in the official publication and directed to submit names of nominees to the Chairman of the nominating committee postmarked at least ninety (90) days prior to the Annual Reunion. The chairman of the nominating committee will submit a list of nominees selected by his committee to the Secretary who will cause same to be published in the official publication and who will prepare and mail ballots to "current" members at least forty-five (45) days prior to the Annual Reunion. Section 2. Governors shall be elected by sealed ballot mailed directly to the Chairman of the Tellers Committee by the voter. Ballots in the National election must bear a postmark at least fifteen (15) days prior to the first day of the Annual Reunion. The nominees receiving the largest number of votes will fill such vacancies on the National Board of Governors as exist at the time of the election. Section 3. All members of the Tellers Committee shall be selected from members residing in the area immediately adjacent to the location of the Annual Reunion. All ballots shall be tallied at a meeting of the Tellers Committee held not more than five days prior to the opening day of the Annual Reunion. CHAPTER III OFFICERS AND COMMITTEES Section a. (a) The National Board of Governors shall be solely responsible for the approval of all expenditures. They shall authorize such special activities as may be necessary or desirable in the furtherance of the Club's objectives. The National Board of Governors shall 4
