Captain,
Relative to the "Freedman" at Morehead City. If it is determined that he is in the Military Service, by being employed by the Commissary of Subsistence (Maj. Chandler) and his alleged offence being against the Civil law, would it not be proper for the case to come under the jurisdiction of the Bureau, as it takes the place of the Civil law where "Freedmen" are interested. See Par. VII Cir. No. 5 W.D. Bu. of R.F. & A.L. series of 1865
