In reply to yours of the 24th inst inquiring if the Poor houses of the State are considered permanent Hospitals. The poor house of the State are not considered as regularly organized Hospitals. The Hospitals designated as such in Cir No 17 C.S. Hd Qrs Asst Commr State N.C. are those buildings erected by the Government and when a Surgeon is in Charge paid by the Government.  There was on this Sub Div at Morehead City but it is now ordered to be discontinued. The Orphan Asylum mentioned in the above Cir are buildings similar to the Hospitals mentioned. There are none in this Sub Div. The intent and meaning of the Cir is for the Civil Authorities of each County to provide for the poor and destitute of their respective Counties and the information I am required to receive from the Wardens of the Poor is what provisions they are able to make for the really destitute White and Colored in lieu of what the Government has heretofore been furnishing and when they will make such provisions for them
