Captain,
[[footnote 1]] Henry Clay (colored) my overseer of laborers was arrested this evening by Mr. Murdock Mayor of this town for breaking the peace, and it is proposed by him to try Clay to morrow morning at nine o clock. 

I have already protested against his having any jurisdiction in the case and take this means of making known to you the fact, - so that you may take any steps in the matter you may see proper.

[[footnote 3]] In obedience to telegram from Dept. Hd. Qrs. dated Raleigh N.C. Jany 23d 1866 the "Freedmen" Henry Clay and Starkey Jones arrested on the 20th Inst. by order of the Mayor of this City, must remain in the hands of the Civil Authorities until report of the case is made to Dept. H'd. Qrs. and instructions received therefrom on the matter. Please find enclosed a copy of the telegram
