The letter of Thos C Allen and others representing that many of the citizens of Beaufort and Vicinity are dependent on the game they shoot for a living are asking that a responsible person be designated to grant permits referred from your Office Oct 3rd 1867 as received.

The Commanding General directs me to say that your reccomendation the Capt Richard Dillon of Bureau of Refugees Freedmen and Abandoned lands be assigned to that duty is approved and you will cause the permits to be granted by him for the purposes assigned in the above letter. The Asst Commr Bureau of R F and A L has been informed of this assignment
