In the matter of Wesley Bond, (colored) charged with horsestealing & tried before the Criminal Court of Prince George's County, Maryland, at the last (April) term of said court, commencing April 4, 1868, I have the honor to report as follows:

Mr Wilson who had charge of the matter reports: That on 30th of Jany 1868, the defendant was arrested by Offr Arnold, M.P. near Fort Baker in this District, charged with horse stealing, was put in jail to await requisition from Govr of Maryland — On the 5th of Feby, I made application for writ of Habeas Corpus, which was heard by Judge Carlter, and the defendant discharged for the reason that no copy of information, affidavit, or indictment, was filed, one which to base an arrest.

The same day as his discharge, he was re-arrested, a different affidavit having been procured, & requisition
