Articles of Agreement made and entered into this Fourth day of August A. D. 1868. between Brevet Major J. M. Brown, Disbursing Officer Bureau Refugees Freedmen and A Lands of the one part, and Thomas Evans of Washington City Dist of Columbia of the other part.

This Agreement Witnesseth, That the said Brevet Major J. M. Brown, D.O. Bureau R. F. & A. L. for and on behalf of the United States of America and the said Thomas Evans, his heirs, executors, and administrators have covenanted and agreed and by these presents do mutually covenant and agree to and with each other as follows, namely:-

First .... That for the purpose of supplying with water, "Lincoln Buildings." square No. 1054, on Capitol Hill, Washington, D.C,, the said Thomas Evans shall furnish and lay the necessary pipe along the following route. (The supply to be of six (6) inch-cast-iron pipe, and the distributing mains to be of four (4) inch cast-iron pipe, (all the necessary connections to be made by the said Thomas Evans), Viz:- from Third street East along East Capitol street to Eleventh street East, along. Eleventh street East to "B" street north, along "B" street North to Fourteenth street East. and along Fourteenth street East to "C" street north, the estimated distance being (6095) six thousand and ninety five feet to be laid with the six (6) inch cast-iron pipe, and (1200) one thousand and two hundred feet to be laid with
